DarkConsole shares the same scrollbar with the rest of the page, but the chat column has its own scrollbar, and needs to scroll independently of the main page content.

Why can the darkconsole work without all this magic and not the chat column?
Disabling the pretty scrollbar alone wouldn't fix this without also removing the container frame which enables the chat column to exist.

Not important to me, just wanted to fill in the details for when it does come up again.
As I recall, the problem isn't getting the event (that's relatively straightforward), it's reading image data out of it. At least as of a year ago, Safari and Firefox did not let you read image data from a paste.
http://stackoverflow.com/questions/2176861/javascript-get-clipboard-data-on-paste-event-cross-browser/6804718#6804718 is about as general a solution I could find.
This has never worked, and still wasn't practical to implement when I checked last year (T5411#64865).

Just suggesting an idea for the use case with differential revisions from T7792. The files listing sidebar (enabled via config) could maybe be organized like table of contents of the files, with listing of the comments under each file.

- Right lyrics are not important, historical accuracy...

we'll need that when we eventually have an optional disable anyway.

I filed an issue against Chrome:
Yep, the repro works for me. Sorry for blaming Phab! I guess it's just the only site I noticed it on since I use it so often.
This is what things should look like when you're set up:
Alright, I think this is minimal:
One of the requirements for this repro case literally appears to be "the browser window must be on the primary laptop monitor, not a secondary display".
We possibly (?) have a sort-of-reliable (?) repro (?) for this issue (?) that I'm working on reducing.

@bkuhn - its no big deal with the company helicopter and everything. :D
Holy cow, that's some dedication. Thanks, guys!
Let me finish up a couple of things and I'll try to swing by around 4ish, if that's cool?
(Lexi got sent home sick)
I'm just watching kids. You're welcome to come over.
What does the rest of your afternoon look like?
Right now yes, and I've restarted by browser and even tried Firefox (no repro) and Canary (repros).
If I sat down next to you you could repro it reliably in like less than 10 minutes?
Repros for me pretty reliably... maybe 70% of the time (after 2 or 3 tries it stops jumping and just goes). It's just a Chrome/Trackpad issue for me.
I can't repro with a trackpad, mouse, or keyboard, and can't repro in a logged-in or incognito window.
@chad: Good call. I've been using trackpad/2-finger scrolling. Does not repro for me with keyboard scrolling, so may not work with mousewheel either.
(Focusing the "Responsible Users" area also works fine locally.)
Mouse or trackpad?
Those instructions don't repro for me, either.
Hmm, just found an alternate repro that may work better?
I am not able to reproduce this on current Chrome or Firefox with secure. Going to close out since we haven't seen additional reports and scrolling has received a bit of additional work over the last two months.

Please provide complete steps to reproduce the issue, Our bug reporting guide is here for reference: https://secure.phabricator.com/book/phabcontrib/article/bug_reports/
This has been driving me and one of my colleagues crazy for a while now and he came with the following Stylish rule to get rid of it:
Mar 29 2015
Mar 28 2015
Mar 23 2015
Mar 22 2015
This was fixed by D12007.
Mar 17 2015
Mar 14 2015
Closing as we're not able to build a repro case to fix. Feel free to reopen if anything changes.

I agree with @joshuaspence. Another edge case that falls under this umbrella is using the back button, which used to scroll down to where you were when you'd followed some link.
Mar 8 2015
I have a similar issue which I believe is worth fixing. If I am reading through a list of search results and then click on one of the results, clicking the "Back" button returns to the top of the search results (previously, I believe the position on the page would be retained).

I don't have a reasonable way to fix this and the use case doesn't seem very compelling (i.e., we should make Harbormaster builds easier to monitor without reloading the page).
Everytime I think I have a solid repo case, it vanishes. Unfortunately my scrollbar is 'wigging out' several times a day in very odd ways. Perhaps I should try Canary.
It seems to wig out me most when browsing some url with an anchor.
This report sounds like Wikimedia's Phabricator task search page doesn't scroll when mouse cursor over sidebar, which still can be reporoduced if you go to the sidebar of i.e. https://phabricator.wikimedia.org/maniphest/query/IF7FrspdWr3l/ , in the grey area below the menu.
Doesn't repro for me either.
Quite possibly, that shiz is whack
I feel like maybe it was a Quicksand bug
Working for me... OSX 10.10.2
Chrome: Version 41.0.2272.76 (64-bit)
Mar 5 2015
I think it's another trackpad issue, I'll test on my Desktop in a bit.
Using a mouse wheel on Yosemite with Chrome 41, I can't reproduce.
See T2009 for a longer page, with more judder. Or jitter. Whichever.
Longer page with comments.
Yeah.
Maybe has to be on a long page with lots of math.
Of course now I can't replicate it.

I was hoping to have some time to play around with this a little more. Firefox and Chrome on Windows 8.1 looks more or less the same as your results.
@chad Interesting.
Unable to reproduce with Chrome, Safari or Firefox, also not able to reproduce on this server either:
I need to be able to reproduce it, to get a fix. I've tried Chrome/Mac with different styles of names.
