I think this has to do with the new scrollbar, but basically before in Chrome at least, if you refreshed the page it would jump back to the old position after loading (this was useful when monitoring Harbormaster builds). Now it always jumps to the top of the page after a refresh.

I don't have a reasonable way to fix this and the use case doesn't seem very compelling (i.e., we should make Harbormaster builds easier to monitor without reloading the page).
I have a similar issue which I believe is worth fixing. If I am reading through a list of search results and then click on one of the results, clicking the "Back" button returns to the top of the search results (previously, I believe the position on the page would be retained).
I agree with @joshuaspence. Another edge case that falls under this umbrella is using the back button, which used to scroll down to where you were when you'd followed some link.
Just suggesting an idea for the use case with differential revisions from T7792. The files listing sidebar (enabled via config) could maybe be organized like table of contents of the files, with listing of the comments under each file.
