Display hovercards on Tokens in Typeaheads

Description

It may be useful on Tokenizer UI elements to show Hovercards when hovering on individual Tokens for people, projects, etc.

Original Request:

Projects could have similar tooltips to tasks, showing an excerpted project description and (as space permits) other relevant information when you hover over them.

One place this would come in handy is on the New Task screen, to allow you to hover over projects to check that you correctly understood what the project is.

Per T5403, I agree that pursuing richer results is probably something we should do first, since it would be better to give you the information you need to make this choice in the menu. I'm going to mark T3670 as blocking this since we'll need to reexamine some of the design there anyway, and I think that will also tend to make this choice easier by providing more context.

See T5403 into T7858. I don't think this makes sense after T4100 with "Browse" UIs. All requests for this are "distinguish between multiple similarly-named projects", which is better done via "Browse".
