Oh, and remove the scripts from version control if their chosen destination is not Diffusion, I suppose.

Ahem, you were right. I'm sorry for the noise. :(

Closing, let us know if you still have an issue at HEAD.

I assume they are behind D11895
That said, I can't reproduce at HEAD either, even with a substantial footer.
(To reproduce, you may need to have a footer which is at least 300 pages long, like WMF's.)
Specifically, you should see this rule do the right thing:
I'm not able reproduce this at HEAD on my local install.

From my perspective, it feels like you perfectly understood what I meant (and OpenOffice can open all of CSV, xls, xlsx, and xlsm, so the distinction does not seem to be a meaningful one), but made a snide comment anyway. I'm not sure what you hoped to gain by doing this.
I know what Excel is; but I'm not aware of a definition for the "Excel spreadsheet" term. Any format that Excel can write? read? The Excel flavour of CSV? xls, xlsx, xlsm?
If you know a definition, it would be a useful addition to https://en.wikipedia.org/wiki/Microsoft_Excel#File_formats
Are you sincerely unfamiliar with Microsoft's Excel spreadsheet program?
I would guess that most users of OpenOffice know that they can open Excel spreadsheets,

It's only available if you're a member. (This is inconsistent with other applications, but other object types don't have subscription restrictions, so I think it was easier to just remove the option.)
This is technically very easy but I'm still not really sold on the value.
This is rare (many installs will never hit this; those that do will probably hit it only a handful of times) and we haven't heard complaints from external users about it. We'd have to special case it, which is a bit icky, so let's wait for at least a user to complain before moving forward here.

D8685 provides some relief here, but I don't think that applies to Maniphest per say. In general we'll always be improving general UI libraries on Phabricator and Maniphest will get them for free. I don't see anything uniquely actionable here.
See D9077#68277. I can't imagine this happening... ever...? so im just going to close this as invalid.
T4245#53345 has some guidance here. This task as a whole likely involves both easy and not-so-easy pieces, but the first two bullet points there should be relatively approachable:
This was also reported in T6107.
Meanwhile, the "Subscribe" option doesn't exist anymore. What happened? Do users become subscribers just by joining a project? (that would make sense)
In T4151#53936, @epriestley wrote:The only thing remaining here is:
- When creating a hosted repository, it defaults to having all its hosting options off.
Instead, these should probably be something like:
- SSH: Read/Write if diffusion.ssh-user is set?
- HTTP: Read/Write if diffusion.allow-http-auth is set?
I don't think we have a totally unambiguous way to pick defaults, but those are probably better than the status quo.

Just throwing my +1, agreeing with the stuff in T4694 and wanting a way to remove the need for call signs.
I think we can actually just delete documentTitle outright -- it is only used in one place, as far as I can tell.

This would also be helpful in making sure that, for instance, you're developing on the right branch for the right project.

(and I will add pink then) ?
I'm going to triage this to fixing indigo anyways.
We don't intend to provide this, we maintain two different color palettes for "tags" and "icons". I would recommend using indigo instead to match the pink in tags, which, is more pink than indigo anyways.
In our wiki of how projects should be labeled, coloured etc, we have icons to define the type, and then the colour to define a group.
