`arc lint --cache` is inconsistent in handling parameters

Description

It seems to me that arc lint --cache [0|1] is inconsistent with other flags within arcanist. For example, arc diff has --nolint, which leads me to believe that there should be aan arc lint --cache and arc lint --nocache.
