Support outputting unit test coverage as Clover XML

Description

It would be great if arc unit --coverage could output coverage data in a standard format such as Clover XML. This would make it easier to integrate with other systems.

See T13125 for coverage plans. This is a pure feature request with no support mana backing it so I don't currently plan to pursue it.
