Description

Follow up / feedback from T603.

A logged-out version of the home page would be brilliant and in my opinion, it's a little bit essential as well.

Generally I think the home page when the user is logged out should show tasks and revisions relating to all users; i.e. give the viewer a bit of an idea of recent activity on the Phabricator installation (what are other users currently working on, what's been accepted and ready to land, etc.)

This is pretty important for us as well. Probably we will add custom content on the home page (with welcome.html or otherwise), so even an empty home page when logged out would be useful to have working.

Showing recent activity would be nice, right now you end up on the website and see an empty home page, click on manifest or differential and also see empty pages. If you're not familiar with the system it makes you wonder if there is any activity going on at all. For open source projects it's useful to see at a glance if the project is dead or alive.

This has some soft interactions with T3583, and maybe with T4103.

I'm open to just opening this up as-is today (it's a ~one liner) if anyone would benefit; otherwise T3583 / T4103 should give us more thoughtful results here.

It'd probably be nice just so that clicking "Phabricator" in the top-left doesn't force the user to login (with nowhere else to go).
