You probably don't want to put much value in advice from passing Internet strangers, but... Having used Ansible for configuration management for a while, it certainly has a "worse is better" feeling to it. You folks seem like you might be more of a "better is better" outfit. Contrast, for example, your approach to upstreaming user-written linters versus their approach to upstreaming user-written modules.

The trouble is that that could sometimes give the wrong answer, because querying the Git URI is not the only way that arc itself finds the repository; for example, the repository callsign can be hardcoded into .arcconfig.

Hmm. I feel like there's something I'm missing, here? I can't add a new file:// repo, so instead I set the user owning Phabricator to be able to ssh to itself, and add the repo using an ssh:// URL. How does that help?
