I can't reproduce this on any Android or iOS version of Chrome I have. Page loads instantly.
The same thing happens when trying to select a different encoding.

We can't reproduce this on similar hardware/software, manage this stuff primarily with pure CSS (which makes it less likely that this is a bug we can fix), and it sounds like it's easy to avoid (don't do somersaults while using Phabricator), and to work around (reload the page). So we don't really have a path forward here, don't have a real reason to believe it's fixable, and the impact seems very small.

I see the same issue on my nexus 5 on 5.1 chrome beta 43
Tested Nexus 4 with Chrome 40 / Android 5.0 then updated to Chrome 42 / Android 5.1, wasn't able to get a reproducible case. I do see it stick for like a fraction of a second, then it snaps into place each time for me.

Doesn't reproduce for me on Chrome/iOS or Safari/iOS.

I like at least trying the last item as a dropdown. There are a couple of other similar "make UI elements work better on mobile by default" things too (T5752) that I sort of want to clean up, but holding these until after the redesign probably makes sense.

Actually I'm just guessing on that. I really don't know. Obviously the answer is to just make these tables.
I think previously these did used to break at the first word, we used to absolutely position the icon, but moved to a more flexible inline icon.
Particularly after T3670, these might get a lot longer than they are right now in reasonable cases.

If you add nowrap to the tag, it will get cut off by overflow:hidden when the tag is too long for the bounding box, or break the bounding box. This UI is the lesser of two evils.
Personally, I felt that (at least in the case of my screenshot) it would be better to push the entire tag to the second line.
The options are 1) break the tag or 2) don't break the tag and have overflow hide part of it.
