Improve username mention rules for Conpherence

Description

Currently, @mentioning users in Conpherence is less useful than it could be.

Mentions should alert users, like IRC, to allow them to be summoned to rooms or notice chat directed at them.
Mentions which can not alert because of policy rules should give visual feedback to mentioning users.

The subtasks cover the three major cases (nonvisible room, visible room, membership room).
