I haven't explain correctly, what I mean is that this task is "Needs Triage" now but you can know how many work you will need to do (more or less) then you can set its priority (low, hight, whatever).
Now that PHP 7.1 is released you could think what will need to be changed and give a priority to this task.

Well I have searched and the problem is windows encode names in non utf-8 code (usually Windows-1252) and commit this files names in mercurial. Then the parser extract this file names supposing the are correctly encoded in utf8 and as they aren't other classes (like commit parsers) do wrong things (for example try to insert with %s when it isn't utf).
Still having the same issue although I updated to last version.

The problem using external services to translate is that you made yourself dependent of they service. If you integrate it in Phabricator you make a dependency to something that you already have as dependency.
