This is similar to T9982. Complete that task first, which describes the SQL migration process in more detail.
This task covers more data (described in D13833#150619) which we can delete (we haven't written or read from it in more than a year). That comment accurately describes the patch that the migration should apply.
This will be somewhat difficult to convincingly test locally, since there hasn't been any way to vote on Ponder answers for more than a year. You could try putting some fake data in that table and make sure it gets deleted, and/or I can just test that it really works by running it locally since I probably still have some.
