I think we already accept the primary hashtag, although maybe this is somewhat incidental.
I think it's reasonable to accept secondary hashtags, although this may not be trivial.
I don't plan to add support for IDs. We don't position IDs as a primary identifier for projects, and I don't think this is very useful for most users.

This hasn't hit HEAD yet, but will be resolved indirectly as part of changes in connection with T9132 shortly as that rolls out.
