Support complex mappings from branch names to JIRA/Maniphest tasks

Description

We use #jira instead of Maniphest for task tracking. We'd like to automatically add linked Jira tasks if the branch name (perhaps using arc feature) maps to what looks like a Jira task (i.e., foo/CR-1234).

Like T10622, I think this is reasonable to expose as an extensible behavior, but it should wait for T10329 so we have better tools to support it.

I filed this primarily to ensure there would be task in the upstream. I fully expect this to rely on T10329 (and believe I even commented in that task).

T10659 discusses another complex custom rule for mapping branch names to tasks in an unusual way.
