Can't add a new path to an owner's package

Description

We try to add a new path to a package, but it doesn't show up in the list of the paths after clicking "Save Package". This only happens to a particular repo. Any ideas why?

I can't immediately reproduce this, but Owners is in generally bad shape. I think I can justify spending at least some time unearthing it because of vaguely related work in T7604, though, so let's see how far I get.

I got the same problem. Any fix for it?

There is nowhere to delete/disable the package after this fix?
