rARC31a49196801a: Improve linter rules for array formatting
Summary

Modify ArcanistParenthesesSpacingXHPASTLinterRule and ArcanistCallParenthesesXHPASTLinterRule to apply to array() and list() as well. Depends on D13858.

Test Plan

Added unit tests.
