It is good to know about the repository reparse command. I could see that being useful.

So Phabricator just won't check the commits for any changes at all then. For example, if the names of commit authors were changed or commit messages were edited, these changes will probably not be picked up? It makes sense that Phabricator doesn't check for these types of changes, although it might be nice to have a way to prompt it to. That is probably of limited use though, so it might not be worth the time to implement it, unless doing so would be simple.

I am still trying to find a solution to this, but until I do I am considering hosting the SVN repository outside of Phabricator.

I've never used EC2 and I'm not entirely sure what's involved with it. There are a few things I'd like to try before doing this, one being a reinstall on the local server. If that doesn't work, I will look into EC2.
Can you give us root SSH access to a server on the public internet where this issue is reproducible?
