Why does SVN Commit fail with blocked by pre-commit?

Details

This is first ever SVN repo on the server. When I try to add and commit a file, I get

Commit failed (details follow):
Commit blocked by pre-commit hook (exit code 255) with no output.

What should I look at to get more info why it failed? Is there way to disable the pre-commit (just to test)?

Fairly latest (Oct 15 updated code)
