take away certificate page

Description

I was on-boarding some users yesterday, which have never before seen phabricator, and they still ended up in the /settings/panel/conduit/ page instead of /conduit/login/.

Maybe we can get rid of that page now, or at least hide all links to it?

How did they end up there?

I took them to the settings page for SSH and email, and then saw "certificate" and associated it with the workflow.

So the CLI said "Go to this URL: XXX" and they didn't do that and instead went somewhere else that they remembered seeing before with the same name?

Yep.
I think I even said "go to the link that arc tells you to".

(OTOH, the same users were also quick to find the meme button, which I expect will improve overall conversion :) )
