Allow desktop notifications to replace normal notifications

Description

I really like the Desktop Notifications, but using them can be very noisy. Specifically, receiving a desktop notification + a normal notification + an email (with its own notification from Gmail) is a bit too much.

Currently, Desktop Notifications can be enabled in addition to normal notifications, but I'd prefer to be able to enable desktop notifications instead of normal notifications.

When we do this, I think I'd like to keep the persistent "This page has been updated" notice.

Could this be closed now that Phab supports this? (in /settings/user/Username/page/notifications/)
