Description

Just taking some notes until this stuff gets fixed:

Autoplan builds are manually restartable, but should not be (at least, not the arc autoplans).
Autoplan builds also restart with "Restart All Builds", but should not.
The "lint" build currently fails if only advice messages are present, but should not.
