Diffusion search for "not in project" doesn't work

Description

Looking for repositories with "not in project" or "not in any project" returns results that are in the project.

Similar query in Maniphest works as expected, as well as DIffusion searches for "in any (project)", and "(project)".

This is on my dev instance, running near HEAD.
