Application mail body sections are not consistently marked up

Description

Mail body sections (like "Revision Summary" and "Test Plan") which contain remarkup are not rendered as Remarkup in HTML mail.

Inline comments are also not rendered as remarkup in HTML mail, although this may be slightly trickier to get right.

T8561 is another case of this, specifically with "Task Description" in Maniphest. Same basic principle as other description fields in other applications.

Inline comments are fixed after D15850.

Most of the rest of these got fixed at some point, I think. Recent mail in my inbox has "Revision Summary" and "Test Plan" rendered correctly, as well as "Task Description".

I'm going to call this resolved since I'm not directly aware of any remaining work; if you spot more, file 'em.
