Dashboards: Text panel duplicated in 2-column layout

Description

I have a 2/3-1/3 dashboard with a differential query panel on the left, and a text (the Welcome Panel) on the right. It seems like this (reproducibly for me) will eventually mutate to having a copy of the Welcome Panel underneath the differential query panel in the left column, with no way to remove it alone.

In fact, this also happens with other panels. Basically the top right panel will always be duplicated to bottom left.
