Description

From Q382:

As usual I tried to update instance, but it failed, and I can't clone the repo too:

root@rcm-2:/srv/phab/arcanist# git pull
fatal: unable to access 'https://secure.phabricator.com/diffusion/ARC/arcanist.git/': The requested URL returned error: 403

But I didn't found a reason at the repo config for the 403. Can you help me?
