There isn't currently a way to do this, but 2 paths for this are in the works:

• T4103: Implement "Role Profiles" to provide search, homepage and application defaults will let you define a "default configuration" for users - e.g., no mail.
• T5791: Write Herald rules for outbound mail will allow you to write complex rules, such as "never send anything".
