Implement Amazon S3 put and delete methods

Summary: Ref T5155. This adds bin/aws-s3 put and bin/aws-s3 delete methods and the underlying APIs.

Test Plan:

• Uploaded some shibes.
• Downloaded some shibes.
• Verified hashes were the same.
• Deleted a shibe. :(
