Modernize .arclint file

Summary:
Modernize the .arclint file. Specifically:

• Add a (native) JSON linter (see D9628)
• Add xhpast.php-version and xhpast.php-version.windows configuration (see D9576)
• Sort .arclint linters alpahbetically
