Changeset rPfb4ce851c4ae: Add a PDF document "rendering" engine allows to view PDFs from the Files application. However, {Fxxx, ...} references to a PDF file in Phriction still only allow to download the file or open a lightbox with only an icon (again with a download link).

The same problem occurred on my site with the latest Phabricator and the latest Mercurial 3.7.2 installed on both sides.

Indeed, the case seems to be connected with caching. If the browser cache is cleared and the project manage page is reloaded the policy-rule-editor is indeed found and a custom policy can be edited. However, this occurs only once. When the page is reloaded, or if another project is edited afterwards the issue is back - and can be remedied by emtying the cache, again.

Thank you very much for the quick fix. I already updated my Phabricator installation and it works perfectly now.

Your proposal seems even better than mine as it does not depend on the manifest ordering. I will be happy to see the fix showing up in the repository.

I do have similar problems with the keyboard shortcuts for displaying the Conpherence column (with "\") and the Darkconsole (using "`").
