I don't think I use PHABRICATOR_ENV since my config option is set to null:
phabricator.env = null

I changed the config phabricator.base-uri and after Phabricator keeps asking me to reboot the Deamons with no effect.

This message no longer exists at HEAD. Upgrade Phabricator.
