Make it possible to modify or disable differential's "next step" property

Description

We actively don't want people running arc land and have hooked into it client side explaining to users that they shouldn't use it since we have a custom alternative, arc queue. However, for newcomers and just generally, it can be confusing for the UI to instruct our users to run arc land and then immediately be presented with a dialog in the terminal that instructs them not to.

Would it be possible to convert this from a manually rendered property to a custom field?
