Currently you can search for all commits, or all open audits, but not "all commits that are not triggered,closed,partial, etc".
Use cases:
- Minor (but lower LOE) salve for T6522 (Users who end up in this situation can have a canned search to go manually trigger a bunch of audits)
- I have herald rules that I expect should trigger an audit on almost all commits, verify the commits with no audit triggered match expectations.
