Received an email about a self action even with "Do not email me on actions I take"

Description

I got an email for adding project to Q117, but in my email preferences it's set to "Do not send me an email when I take an action". Is this expected?

Are you sure you don't have a Herald rule? You're getting CCd on the question I just made.

To be clear, yes I see that exact information in the mail information. I was running around this morning and was not paying attention to details -- my fault.
