Config issues should not use remarkup

Description

On the /config/issue/auth.noproviders/ page, the text is rendered literally as:

You have not configured any authentication providers yet. You should add a provider (like username/password, LDAP, or GitHub OAuth) so users can register and log in. You can add and configure providers using the [[/auth/ | "Auth" application]].

This is intentional in the general case because some config issues may be raised before we can load CSS, so they can't contain Remarkup.

I think there's addLink() on issues already; this should swap over to use that.
