This is only if you have user approval enabled.

Steps:

1. User goes and registers
2. They see a message that their account is awaiting approval
3. They check their email and see they need to verify their account
4. They click the link and see the same message as in #2
5. They go back to their email and click again
6. They get a different view where they can click to verify their email address

Step #4 should not exist. I have seen this on several installs running on apache and nginx
