On /people/query make it possible to query for only non-disabled users

Description

The view of "all active users" is probably the most important, but is currently impossible to query: it is only possible to query for disabled users.

I want to be able to see every user that has access to my phabricator install. Ideally I'd like to be able to see all non-bot non-disabled users specifically.
