Make it easier to upload XHProf profiles

Description

Currently I use the flowing steps to view an arbitrary XHProf profile in the XHProf application. (I didn't actually realize that this was possible)

  1. Upload the profile as a file.
  2. Use phid.lookup to get the file PHID.
  3. Navigate to /xhprof/profile/$PHID/

It would be nice if files could be uploaded directly to XHProf via drag-and-drop.

I didn't "ref" it here, but D17401 sort of technically did this. I'd like to clean it up a bit more before calling this resolved, though -- particularly, this is basically a secret that only I know about.
