Clicking one specific greyed out button has no effect

Description

It seems that clicking a greyed out button has no effect and produces no error dialog.

I thought that this used to produce a nice error dialog, but I could be wrong about this. For example, if I go to Applications → Conduit and click on the greyed out "Edit Policies" link, then I get a 403 in the error console:

POST https://secure.phabricator.com/applications/edit/PhabricatorConduitApplication/ 403 (OK)
