Project reviewer not getting diff notification

Description

Setup:

  • User A in project P
    • Has the 'A revision is created` email pref set to notify
  • User B
    • Creates a diff, adding P as a reviwer

In this setup, A does not get a notification of the diff being created.

If A changes his email pref from notify to email, he does get the email.
