Setup:
- User `A` in project `P`
-- Has the 'A revision is created` email pref set to notify
- User `B`
-- Creates a diff, adding `P` as a reviwer
In this setup, `A` does not get a notification of the diff being created.
If `A` changes his email pref from notify to email, he does get the email.
