AND/OR/NOT dropdown for "projects" search selectors

Description

In the maniphest advanced search, selectors "In All Projects", "In Any Project", "Not In Projects" are not obvious to all users and take three rows of space. They can be replaced by a single "Projects" field accompanied by a dropdown to select AND, OR, NOT operator.

This is standard solution in many search forms, as far as I can see. Compare http://catalog.loc.gov/vwebv/searchAdvanced (uses a radio button).

The summary is exactly the opposite of what I'm asking. I certainly don't want a *third* search mode for maniphest, I want less clutter.

The solution I have drafted covers making easier for both novices and experts to search. The task has not yet been updated since I want to discuss the direction privately with @btrahan and @epriestley in person since it would be something we need to roadmap ahead of time. This feedback is certainly included in that solution.
