Ponder should have a first-class "merge as duplicate" operation.
Merging a question into another one should close the original question and prominently mark it as "merged into <the other question>".
This UI should probably be mirrored in Maniphest.

I think can be punted to v2, if needed. I can remove the closed, duplicate until then orrrr .... digging in the code actual merging looks hairy and not abstracted, I could try?
