Description

Right now if I name a project:

I_am_a_Project

I cannot go to URL:

phab.com/i_am_a_project

But I can go to URL:

phab.com/I_am_a_Project

This seems overly strict since I cannot create those two as distinct projects.

How complicated would it be to fix this? Any guesstimation or pointers?

We'd prefer to use capitalization when creating projects in Wikimedia Phabricator for the sake of readability, but we'd prefer to not start with caps broken in project URLs and saying that "it'll get fixed someday" only...
