When I try to arrange panels at the 1 & 2 position, the outcome isn't what I expect. If I visually move the 3rd panel to the 2nd position, and it sticks in the second position, I reload the page and it's now the first position. Moving something and dropping without a target seems to drop it to the bottom of the column. Doesn't seem possible to set anything to the first position.
