@dctrwatson reports nonconsumption of messages; we don't have good diagnostics around this yet and I can't reproduce it. Specific things we can build:

add a bin/harbormaster update <target> sort of command so we can see updates with --trace

I'm going to hold this for a bit since fixing the build page should happen after I get a chance to improve some of the logging stuff and such.
This has changed a bunch and I haven't experienced any difficulty with it in the last year or so.
