"(user) added a comment." appended before the user adds any comment

Description

Maniphest and Differential pages show a preview with "(user) added a comment" on the very bottom of every task, even when nothing was typed into the comment box.

This may be misleading — the preview should only appear once the user has typed into the comment box.
