Can't add code-review comments in differential's single-file view

Description

While evangelizing Phabricator internally, one of the other developers wanted to use the "View Standalone" option in differential to concentrate on a single file. Unfortunately you can't add comments in this view, which made the other developer sad.

This would be nice to have, but probably won't happen until after T2009.
