Boards need some quick-add task functionality

Description

I believe we designed in some spiffy ajax quick-add workflows for boards in M15 (which should still be the goal for unbeta), in the mean time a simple workflow add task per column would be nice. Generally, one of the features of boards is being able to produce and lightly organize a dozen tasks in a very short time period.

The short goal is to add a "+" to each board header which would launch a Maniphest Workflow with that project/board pre-populated. The long goal is the UI in M15, which is probably a lot to ask.
