The "Edit Dependencies" dialog should use the saved search architecture

Description

Super minor thing, but it'd be nice if the drop-down box on "Edit Dependencies" in Maniphest (and presumably other places as well) used the saved search architecture, so that users can select and use saved searches from the drop-down.

This feature would be extremely usable (as in good UX) when you have multiple projects that are not associated.

I temporarily solved this by prefixing everything with the project name (and some more things in my case). And then I just search for the project tag

I think this is unambiguously desirable, it's just a fair amount of work.
