...which may not contain all content in the second cell when printed as a PDF.

Previously, D21370 attempted to fix this. There are two problems:

1. It does not work in Chrome. Chrome continues to print a PDF with a scrollbar.
2. It creates a minor issue with tables that instead look like this:

The "label" cell on the left may wrap, like this:

This is a less significant concern, but Phabricators internal documentation does this in at least some cases.
